Bob Elliott grew up on a farm in Kansas. He was class valedictorian and Student Council President of his high school, and went on to graduate in the top 5% of his class at the United States Military Academy at West Point, New York.

He served his country for 30 years in the United States Army, and retired as a Colonel of the US Army Special Forces (the Green Berets. Bob is a resident of Tracy and is active in the community. He currently serves as a Board Member of the Tracy Hospital Foundation and is a past president of the Tracy Sister City Association. 
Bob and his wife Debbie have three daughters and seven grandchildren. Bob was elected to the Tracy City Council in November 2010, one of two candidates selected from a field of nine candidates.

Bob&#039;s stated priorities for our County are public safety, economic development, protecting agriculture, and fiscal responsibility.

		<description><![CDATA[The Federal Government has made it clear, in their argument to the U.S Supreme Court, that  only the federal government is the sole authority when it comes to enacting immigration laws, and that the states (ARIZONA) have no authority to do so. Which is it? Either they do or they don&#039;t. If the Supreme Court upholds the Federal Government&#039;s argument, I will be first in line to file suit against California, if this law is passed, . The Feds can&#039;t have it both ways.]]></description>

		<description><![CDATA[On week has passed by, and it is so typical that when things that are not of a benefit to some or something, be &quot;swept under the rug&quot; sorry the Mayor of Stockton Mr. Chavez once told me &quot;Linda the squeaky wheel gets the oil&quot; You ain&#039;t heard nothing yet...I will squeak until I hear a legitimate answer from someone who has a word of &quot;Honor&quot; or perhaps no one can own up to the fact that our youth were put to shame by adults who need a few lessons in &quot;Honor&quot;. I find it disheartening to have witnessed such behavior caused by  who ever...you figure it out, because some one is to blame, and no one has admitted to what happened after the parade. I will not let this get swept under any longer and stop blaming each other for your gross treatment of our families and our youth. Get with the program and get your stuff together!]]></description>

		<description><![CDATA[I fail to understand the politics that stands behind many events in this city, such as the unpleasant event that took place after the parade,  to which I personally witnessed  such immature and distasteful behavior by an individual who was an organizer for the parade. I understood the theme for the parade was to be &quot;Paz en la Valle&quot; Peace in the Valley, I would like to ask for my own curiosity, how are the winners chosen, and what is the  requirement/guideline that the judges follow. I understand that COMA pays a nice price for the Judges, are they from this area? And I assume that are deemed reputable for the task that they are being paid to do. I personally would like to know what are their requirements for making their selection and what they base them upon? I was told that the theme for the Cinco de Mayo Celebration was &quot;Paz en la Valle&quot; Peace in the Valley. The floats we all beautiful and each group should be proud! I was looking for the message of PEACE to be addressed among the winners and perhaps I overlooked something. Was the theme part of the judges requirement? I would like to know.]]></description>
